The ICPD conference held at Cairo, 1994 advocated a paradigm shift of family welfare
programs from the number or target-oriented strategy to client centered, quality
oriented and a demand driven program covering all stages of women's life in the
form of a life cycle approach. This is to be implemented through democratic decentralization
institutions i.e. Panchyat Raj Institutions.
The Institute of Health Management Research, Bangalore, India has an expertise to
formulate project proposals for RCH-II phase as well as urban RCH considering important
